"And it came to pass when Jesus finished these words"

Because Matthew is basing his ideas on a Jewish, rather than a Greek approach, he does not appear so interested in paragraphs patterns.  Rather he divides his text by closing with statements about preaching and discipleship.  At the end of Section A Jesus is "preaching everywhere".  Then at the end of Sections B, C, D, and E, there is a final statement on the lines - "when Jesus finished these words".  The repetition of such an ending leads into the final sentence  of  Section F (and the gospel).  Here Matthew records the promise of Jesus to stay on.  Thus from now on there will be no cause for a statement  "after Jesus said" because Jesus and his words continue.
